PRINCE2 stands for PRojects IN Controlled Environments, a process-based project management method developed by the UK government, adopted in more than 150 countries with over a million certified practitioners worldwide. It focuses on breaking projects into controllable stages, defining clear roles and accountability, and using “management by exception” instead of micro-management.
🏛️ Part 1: Background & Evolution #
| Year | Milestone |
|---|---|
| 1975 | UK government used PROMPT II to manage IT projects |
| 1989 | CCTA adopted PROMPT II as the UK government standard, naming it PRINCE |
| 1996 | IT-specific terminology removed and PRINCE2 launched for cross-industry use |
| 2009 | PRINCE2:2009 Refresh update |
| 2017 | PRINCE2 2017 Update |
| 2023 | PRINCE2 7th Edition released; Themes renamed to Practices |
- Copyright owner: UK Cabinet Office → AXELOS (2013) → PeopleCert (2021–present)
- Current version: PRINCE2 7th Edition (released September 2023)
🧩 Part 2: Core Structure — Three “7”s #
PRINCE2 is built on 7 Principles + 7 Practices + 7 Processes, collectively known as the “three 7s”.
7 Principles — non-tailorable, the “mindset” foundation of the method #
| # | Principle | Description |
|---|---|---|
| 1 | Continued Business Justification | The project must have an ongoing business case, updated at each stage; otherwise it should be terminated early |
| 2 | Learn from Experience | Maintain a Lessons Log; draw on your own and others’ past projects |
| 3 | Defined Roles & Responsibilities | Roles are separate from individuals; one person may hold multiple roles |
| 4 | Manage by Stages | Plan and control stage by stage, delegating authority per stage |
| 5 | Manage by Exception | Set Tolerances; escalate only when thresholds are exceeded |
| 6 | Focus on Products | Focus on the deliverables and their quality requirements, not the activities |
| 7 | Tailor to Suit the Project | Adjust the level of application to suit project size, complexity and risk |
7 Practices — called Themes before the 7th Edition #
| # | Practice | Purpose |
|---|---|---|
| 1 | Business Case | Supports decision-making; ensures the project is desirable / viable / achievable |
| 2 | Organizing | Defines the accountability structure and “who is responsible for what” |
| 3 | Plans | Defines Who / What / When / Where / How / How much |
| 4 | Quality | Ensures user requirements and expectations are met |
| 5 | Risk | Identifies, assesses and controls uncertain events in the project |
| 6 | Issues | Handles issues and baseline changes |
| 7 | Progress | Tracks and monitors, reviewing progress against the plan |
7 Processes — the project lifecycle #
| # | Process | Focus |
|---|---|---|
| 1 | Starting Up a Project | Create Project Mandate → Project Brief; confirm preconditions |
| 2 | Directing a Project | The Project Board makes decisions throughout, ensures ongoing viability and decides on closure |
| 3 | Initiating a Project | Establish a solid foundation; set baselines for time / cost / quality / scope / benefits / risk |
| 4 | Controlling a Stage | Assign work, monitor tasks, handle issues and report to the board |
| 5 | Managing Product Delivery | Delivery of Work Packages between Project Manager ↔ Team Manager |
| 6 | Managing a Stage Boundary | End-of-stage review, plan the next stage, update the PID and request authorization |
| 7 | Closing a Project | Confirm delivery, assess benefits, handle residual risk and close in an orderly way |
👥 Part 3: Roles & the 6 Performance Aspects #
Roles #
| Role | Responsibility |
|---|---|
| Project Board | High-level decisions; covers Business / User / Supplier representatives |
| Project Manager | Day-to-day planning and execution |
| Team Manager | Oversees product production and manages team workload |
| Customer | Receives the final deliverables (external client, contractor or internal team) |
| Team Members | Produce the deliverables |
6 Performance Aspects — managed through Tolerances #
| Aspect | Description |
|---|---|
| Scope | Project objectives, deadlines and deliverables |
| Cost | Accurate budgeting to avoid overspending |
| Time | Fixed deadlines and task schedules |
| Risk | Proactive identification and mitigation |
| Quality | Set quality standards to ensure deliverables meet expectations |
| Benefits | Every project needs clear business justification |
Note: PRINCE2 7th Edition also incorporates Sustainability considerations.
🎓 Part 4: Certification & Fees #
| Certification | Level | Description | Reference fee |
|---|---|---|---|
| PRINCE2 Foundation | Entry | No prerequisites; proves you can be an informed team member | ~£300–400 / US$318–400 |
| PRINCE2 Practitioner | Advanced | Requires Foundation first; proves you can apply it in practice | ~US$400–500 (exam only) |
| PRINCE2 Agile Foundation / Practitioner | Agile | Combines Scrum / Kanban | Same range |
- Official pricing (PeopleCert): ~€645–701 (course + exam package)
- Confirm courses are provided by an Accredited Training Organization (ATO) and focus on the latest (7th) edition

👍 Part 5: Pros & Cons #
Pros ✅ #
- Clear structure, clear roles and accountability
- Tailorable to any size and industry
- Globally recognized, beginner-friendly
- Can be combined with agile (PRINCE2 Agile)
Cons / Criticisms ⚠️ #
- Heavy documentation; may be overkill for small projects or rapidly changing requirements
- Can turn into “ticking the box”
- Heavy emphasis on “tailoring” — some question whether its effectiveness can be verified (unfalsifiable)
- The UK government’s past large-scale IT project failures have cast doubt on its “best practice” claims
